Unexpected Winter Safety & Risk Consequences
with Energy-Efficient LED Bulbs in Traffic Lights
Creates Safety Concerns for Drivers

The AP has reported
how some cities in the U.S. have installed LED bulbs in traffic lights and
are realizing unintended consequences. Apparently the bulbs don't get hot enough to melt snow and ice that accumulates on the traffic lights. In some cases, city workers are cleaning the snow and ice off the lights by hand. Having crews working above traffic lanes in inclement weather creates its own hazards. Training should be provided for crews involved in manual snow removal of this type. In addition to exposure to the elements, crews need to pay special attention to traffic control. Traffic flaggers must realize that drivers may not be able to stop suddenly or change lanes on ice and snow covered roads. Further, crews using bucket trucks, ladders, etc. will need to assure trucks, outriggers, ladders, etc. have a suitable and snow/ice free surface and firm footing for the personnel. Drivers of your company vehicles also need to be aware of unusual hazards. When traffic lights are not working, drivers typically treat the intersection as a four-way stop. However, depending on weather conditions, drivers approaching from some directions may still be able to see the lights while drivers approaching from other directions may not be able to see any lights. Caution should be utilized when approaching, entering and leaving these intersections. Make sure employees who drive are aware of this unusual and new hazard.
